Vernon man jailed six years for internet sex crimes against teens

A Vernon man who was convicted of internet-related sex offences against five underage Filipina girls has been sentenced to six years in jail.

The offences of Wayne Douglas Brown were committed online in the Okanagan community through the use of his computer, tablet and smartphone.

“All victims were young, poor, vulnerable teenage girls, all under 18 years (old) located overseas in the Philippine­s,” provincial court Judge Monica McParland said in her ruling on the case.

“Sometimes he dealt with the child victims themselves and sometimes he communicat­ed with their caregivers.”

Brown was found guilty of the internet luring of three girls, who can only be identified by their initials due to a publicatio­n ban.

In one case, in July 2016, he used Facebook Messenger to contact AB, a 16-year-old girl in the Philippine­s, and engaged in sexually explicit conversati­ons with her.

He got her to send him naked pictures of herself and told her that he wanted to have sex with her when he travelled to the Philippine­s.

Court heard that Brown travelled to the Philippine­s regularly and had a house and a wife there.

Brown also communicat­ed with a 14-year-old girl, asking her to send him naked pictures of herself and to appear naked on camera for him, offering to provide her money to do so although no evidence was tendered that the victim complied.

The accused was convicted of one count of possession of child pornograph­y including more than 400 pages of internet chat logs, Skype chat logs and Facebook messages between Brown and his victims. Images on a flash drive were largely homemade selfies of teen Filipina girls showing their private parts.

The chat logs were sexually explicit conversati­ons in which Brown convinced the victims to send him naked pictures of themselves, offered to send them pictures of his penis, urged the victims to sexually touch themselves, their minor friends, their younger siblings or their mothers, noted the judge.

Brown was also convicted in a specific case of engaging in sexually explicit conversati­on with KA, the mother of the young victim JA.

He offered to pay the mom if she would arrange for him to see her young daughter’s breasts.

“The mother tells Wayne Brown she needs money for food and offers to the offender that she will perform lewd acts instead, sacrificin­g her own dignity in place of her daughter’s,” said the judge.

The mom eventually agreed to bring her daughter online in front of Brown to perform for him. Brown discussed the payment for the sex acts and the sum agreed to was about $37 CDN.

The aggravatin­g factors in the case included the ages and number of victims and that the conduct was planned and deliberate, with Brown displaying a “cavalier” attitude, said the judge.
