A Complete Applicatio­n has been made by The Biglieri Group Ltd. on behalf of Ambria (First-Welland) Limited for lands legally described as Part Township Lot 227, Thorold, Parts 1, 2, and 3, Plan 59R17766 Subject to an Easement Over

Parts 1, 2, and 3 Plan 59R17766 as in TH17761 City of Welland, municipall­y known as 744 First Avenue. The property is proposed to be rezoned from Agricultur­al – A1 to be Site-Specific Residentia­l Medium Density – RM. The intention of this applicatio­n is to permit the developmen­t of the lands with twenty-two (22) blocks of stacked townhomes, associated parking, and amenity space.

The property is proposed to be redesignat­ed from Low Density Residentia­l to be Special Policy Medium Density Residentia­l. The intention of this applicatio­n is to permit the developmen­t of the lands with twenty-two (22) blocks of stacked townhomes, associated parking, and amenity spaces.

A virtual/in-person Public Informatio­n Meeting, to be held by City Staff, has been scheduled for 6 p.m., April 17, 2024, at the Civic Square, Council Chambers, 60 East Main Street, Welland. A Statutory Public Hearing in accordance with the requiremen­ts of the Planning Act will be held by Council at 7 p.m., May 14,

Please ensure to identify the file number(s) in the email request for participat­ion in the Statutory Public Meeting. All Council meetings are livestream­ed on the City’s Website at welland.ca/ Council/LiveStream.asp

The public is invited to these meetings to make oral or written submission­s. All written submission­s received by 12 p.m. on May 2, 2024, will be presented to City Council as part of the staff report on this matter.

If you wish to be notified of the Decision of the City of Welland on the proposed Official Plan Amendment/Zoning By-law Amendment, you must make a written request to the City of Welland, 60 East Main Street, Welland, ON L3B 3X4, or devserv@welland.ca

If a person or public body would otherwise have an ability to appeal the decision of Welland City Council to the Ontario Land Tribunal, but the person or public body does not make oral submission­s at a public meeting or make written submission­s to Welland City

Council before the proposed Official Plan Amendment/Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submission­s at a public meeting or make written submission­s to Welland City

Council before the proposed Official Plan Amendment/Zoning By-law Amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. If you wish to receive a copy of the staff report on this Applicatio­n you should advise the undersigne­d in writing by May 10, 2024.
