Peace bond hearing set for former Nanaimo official

A block of three days in March has been set aside in provincial court for Nanaimo’s former chief administrative officer’s peace bond hearing.

Tracy Samra’s hearing has been set for March 27, 28 and 29 in Nanaimo provincial court.

The hearing will take place more than one year after a January 2018 incident that resulted in the appointment of a special prosecutor, who is seeking a peace bond.

Samra was arrested by RCMP following allegations of threats uttered at Nanaimo City Hall, the B.C. Prosecution Service has said.

The prosecutor’s application said that former Nanaimo mayor Bill McKay, Coun. Sheryl Armstrong and former councillor Diane Brennan, and city employees Sheila Gurrie, Jan Kemp and Donna Stennes, former municipal employees Brad McRae and Kim Fowler, and online journalist Dominic Jones have “reasonable grounds to fear” that Samra will cause personal injury to them.

The purpose of the hearing is for the court to decide if there is a proper foundation for the application for a peace bond.

After the arrest, Samra went on leave.

The city announced on May 25 that she no longer worked for it but did not provide details. The announcement followed an incamera meeting.

Jake Rudolph, former deputy city manager at Abbotsford, was hired as Nanaimo’s interim chief administrative officer. He started working in Nanaimo in mid-July and his term of employment runs until March 31, 2019.

The new city council will hire a permanent chief administrative officer.
