Why is authority liable for lost steel?

Re: “Steel for Ogden Point falls off ship,” Jan. 10. “The loss of the piling adds $3 million to $4 million to the initial cost of the project, said Ian Robertson, chief executive of the Greater Victoria Harbour Authority. That money will be coming from the authority. ”

Also, the article says that: “It appears there were problems in securing the load.”

Why is this now the debt of the Victoria Harbour Authority? Does no one have insurance coverage for their ability/inability to safely load and deliver a product through the Pacific Ocean in the winter storm season? Georgia Deacon Saanich
