On Oc­to­ber 17, Canada be­came the sec­ond coun­try in the world to green-light recre­ational mar­i­juana, but le­gal­iza­tion day was al­most an­ti­cli­mac­tic. Cannabis grow­ers, sell­ers and con­sumers have been op­er­at­ing in a quasi-le­gal way for years—es­pe­cially in Toronto, where dis­pen­saries seem to spread faster than Star­bucks.
