Bouchard doesn’t regret calling in the military
The symbolism of the Canadian military operating on Quebec soil wasn’t lost on then-premier Lucien Bouchard when he asked for their assistance days into the ice storm of 1998. But in a television interview to be broadcast tomorrow, Bouchard says he didn’t hesitate to call on the military for help as the relentless storm wrought havoc on parts of Quebec, Ontario and the Maritimes 10 years ago this week. “At the beginning, we don’t know that we’re going to live through such a dramatic event,” Bouchard says. The military’s previous forays into the province had been surrounded by drama and controversy — during the Oka Crisis in 1990 and the October Crisis in 1970.
