Questionable reward system

Toronto Community Housing Corp. CEO Gene Jones is rewarding tenants for providing tips to the police to help solve a murder in the neighbourhood. The reward? Repairs and maintenance that is their legal entitlement. While the goal of encouraging community co-operation with the police is commendable, the means of achieving this is offensive, and exploitive, singling out economically vulnerable people for a “reward” that is not at all a reward. Is the city going to be equitable, and start rewarding other residents in a similar way — by doing necessary repairs only after the community increases their police co-operation?
