Why aren’t Ivanka products being made in America?

Re Hours before Ivanka Trump dined with China’s president, April 18 This article states that 3.4 tons of Ivanka Trump handbags, wallets and blouses arrived in the U.S. from Hong Kong and Shanghai. I’m confused. Why aren’t these products being produced in the USA by American workers?
