We can do better in housing our homeless population

Why is it in these unique times of COVID-19 that some homeless people could not put up tents in certain designated areas, like Exhibition Place for example? Aren’t all large events cancelled there at the present time? Proper outdoor washrooms and showers could be supplied. The homeless are no different than you and me; they are also afraid of close contact and getting the virus, so why advocate going to an enclosed shelter? The money that is spent tearing down these temporary shelters could be better used for some form of controlled and regulated outdoor campsites for homeless people.
