Why can cops strike policing ‘deals’ with landlords?

As a United Church community minister, I worked with residents in a Toronto Community Housing community from 1994 to 2003. Harassment by police of community members, especially Black youth, was so prevalent that we formed a residents’ committee to document these incursions and to find ways to improve relations with the police.
Our task was made all the more challenging because the local Community Police Partnership was controlled by homeowners who endorsed this type of surveillance.
It bothers me that so many years later the same issues remain.
