As a United Church community minister, I worked with residents in a Toronto Community Housing community from 1994 to 2003. Harassment by police of community members, especially Black youth, was so prevalent that we formed a residents’ committee to document these incursions and to find ways to improve relations with the police.

Our task was made all the more challengin­g because the local Community Police Partnershi­p was controlled by homeowners who endorsed this type of surveillan­ce.

It bothers me that so many years later the same issues remain.
