Refund delay unacceptab­le

Last week, I was doublechar­ged at a Compass Card vending machine on my debit card for a three-zone monthly pass for the West Coast Express, which costs $201.

I called my bank and they informed me to deal with the vendor as they have the ability to refund directly to your account. I called Compass Card and they agreed they had charged me twice, but they informed me they could give me another month’s credit or get me a cheque in four weeks. How is it they can make me wait four weeks to get it back? Is there not any checks and balances put in place where a company that will accept debit must also use it for refunds? Or are they all allowed to take what they want, hold onto it, and refund at their whim?

I should not have to borrow money to ensure my bills are paid while I wait for a refund.
