Dominic LeBlanc promoted to intergover­nmental affairs from fisheries and oceans. Jim Carr shifts to internatio­nal trade from natural resources. He replaces François-Philippe Champagne, who is now head of infrastruc­ture. Bill Blair is the minister in charge of border security and organized crime reduction. Amarjeet Sohi moves to natural resources from infrastruc­ture. Mélanie Joly, who has wrestled with the herit- age portfolio, becomes the minister of tourism, official languages and la Francophon­ie. She has been replaced at heritage by Montreal MP Pablo Rodriguez. Mary Ng, a Torontoare­a MP, was promoted from the backbench to become minister of small business and export promotion, while rookie Hamilton MP Filomena Tassi becomes minister of seniors. Jonathan Wilkinson, a Rhodes Scholar with a background in the energy and environmen­tal technology sectors, has been put in charge of fisheries and oceans.
