Tax credits the way to go

If Andrew Wilkinson wanted to make sure that those with low and moderate incomes truly benefited from savings on the PST, he could introduce a plan that provides for non-refundable tax credits. Doing that, it seems to me, would get that money into the hands of those who need it most and not be a vote-buying gift, giving advantage to those who are well enough off that they don't need it.
