Windsor-Detroit Bridge Authority appoints two new board members

- DAVE BATTAGELLO

Two new board members have been appointed to the Windsor-Detroit Bridge Authority — the federal government entity assigned to oversee construction of the Gordie Howe International Bridge.

Marie Campagna, vice-president of corporate services at Hôtel-Dieu Grace Healthcare, will join the board of directors which is currently chaired by former longtime local MP and Ontario finance minister Dwight Duncan.

Campagna holds a CPA (CMA) designation, a master’s degree in business administration from the University of Windsor and is a fellow and life member of the Chartered Professional Accountants of Ontario.

She has held a number of governance positions in a variety of organizations.

Currently, she is the board chairwoman of Utilismart Corp., vice chair of Transform Shared Services Organization and a board member for the Windsor-Essex Regional Chamber of Commerce.

Also joining the board is André Juneau, a former deputy minister of Infrastructure Canada.

Juneau has significant experience in intergovernmental relations, infrastructure policy, government decision-making and public-sector boards. In 2014-15, he chaired the national board of the Institute of Public Administration of Canada.

From 1975 to 1998, he held a series of positions in the Department of Finance, the Privy Council Office and served as a director general and an assistant deputy minister for policy on labour market issues, immigration and health.

The two new board members replace Carolyn Mulroney and Bill Graham, who resigned last year from the bridge authority’s board.

“Their collective leadership experience and decision-making skills, along with their proven business and relationship building acumen, will be tremendous assets to the WDBA,” said Amarjeet Sohi, federal minister of Infrastructure and Communities.

Bridge authority chairman Dwight Duncan said the two were selected after a “rigorous” process.

“I am delighted there is another Windsorite joining the board,” he said of Campagna.

“Her experience as an accountant and her vast board experience is really needed on our board.”

Juneau was chosen because of his decades of experience at the federal government level in Ottawa, especially inside Infrastructure Canada and Transport Canada, both connected to development of the Howe bridge as it moves forward.

“He is someone who will help bring good guidance to (bridge authority CEO) Michael Cautillo and other executives in the organization,” Duncan said.

The planned six-lane Windsor-Detroit bridge is in the middle of the final bidding stage to select a project contractor. It is likely to be completed sometime in 2022.

Duncan expects “within weeks” there will be further additions to the bridge authority’s board to help “add to our skill sets” as construction of the massive border project gets underway next year.
