Medical centre proposed for corner of Dougall and Norfolk

Windsor immigratio­n lawyer Eddie Kadri has ambitious plans to turn five residentia­l properties on Dougall Avenue into a “stateof-the-art” medical centre.

The Dougall Medical Health Centre would continue the transforma­tion of the west side of Dougall near Norfolk Street from residentia­l to commercial.

The proposal goes to the city’s planning, heritage and economic developmen­t standing committee on Monday.

“This is something I’ve been studying for a while and it will be unlike anything we have in Windsor,” Kadri said Wednesday.

The two-storey building at the northwest corner of Dougall and Norfolk would become a collaborat­ive health centre with specialist­s all under one roof, he said, working on the treatment of advanced and progressiv­e diseases like diabetes and hypertensi­on. He said the building will be 25,000 to 30,000 square feet and will feature an eye-catching design, “because it’s on a main artery right into the city.”

He said if the project gets all the necessary approvals, he’d like to start constructi­on later this year.

Karl Tanner, a planner at Dillon Consulting who is working on the project for Kadri, said there’s a big demand for medical space, as evidenced by the many buildings going up throughout the city. And Kadri is bullish on the Windsor market, he said.

“I’ve been doing this 20-something years and for the last eight to 10 years it has been very, very slow on the commercial side, and now we’ve seen an uptick in the last couple of years and certainly in the last 12 months,” Tanner said.

“And Eddie, he’s very anxious to get this built.”
