Police find accused robber in city park

Man arrested for violating terms of his recognizance

- DALSON CHEN

Complaints about people hanging around a park late at night resulted in Windsor police laying a breach of recognizance charge against a man already accused of armed robbery.

Police said officers were patrolling South Windsor’s Central Park at 3301 Woodland Ave., around 1 a.m. Wednesday in response to calls this summer about disorderly conduct in parks during prohibited hours.

The officers came upon a group of males gathered around three vehicles in the parking lot.

According to police, the group was quiet and “did not appear to be involved in any obvious criminal activity.” The loiterers were even apologetic as they left the area.

But as the vehicles departed, the officers learned that one of them was registered to a man who had court-ordered conditions to stay in his residence from 9 p.m. to 7 a.m.

The officers stopped the vehicle and confirmed that its driver was the man with the conditions.

This man was out on bail in relation to serious charges, including robbery with a firearm and assault with a weapon.

The accused — a 20-year-old Windsor man — was arrested again and charged with breaching his recognizance.

Police remind the community that all parks in the city of Windsor have curfews under municipal bylaw. Many city parks have signs indicating their hours.

Bylaw 200-2002, Section 11, states that no one is allowed to be in a park from midnight to 5 a.m. unless specifically authorized.

If the park is within 100 metres of a residential property, no one can be in the park from 10 p.m. to 7 a.m.

According to police, the Central Park incident is “a great example of how police presence in an identified problem area led to an arrest that assists in keeping our communities safe.”
