U.S. sol­diers opened fire early in the week on a bus in Kandahar prov­ince, killing four peo­ple and wound­ing 18 — ex­actly the kind of sit­u­a­tion McChrys­tal hopes to avoid. Al­though far more civil­ians are killed by the Tal­iban than by west­ern troops, the re­ac­tion is in­vari­ably ex­plo­sive when NATO sol­diers mis­step. McChrys­tal has a short win­dow of op­por­tu­nity to sta­bi­lize Kandahar be­fore the U.S. re­views its Afghan op­er­a­tions at the end of the year, so the in­ci­dent could not have hap­pened at a worse time or in a worse place.
