Finance Minister Bill Morneau’s proposed tax changes outraged many small business owners, 60 per cent of whom are over the age of 50. The proposals will prevent owners from claiming regular business income as capital gains, close loopholes on investment income and remove tax incentives for doctors to incorporat­e as small businesses, a proposal that drew the ire of physicians’ groups. In response, CARP’s Wanda Morris suggests it’s time to start paying physicians as salaried workers. “Doctors are being asked to provide health care but are being compelled to use an outdated billing model,” she says. “We need a model that motivates doctors to keep patients healthy rather than just fixing them one body part at a time.”
