A Charter for Chilean Patagonia
Un estatuto de la Patagonia chilena
In 2013, the Council for the Defense of Patagonia (CDP), a coalition of 70 Chilean and international environmental and citizens organizations, proposed to Chile's government a “Charter for Chilean Patagonia.” The coalition argues that in Chile the Patagonia region merits formal recognition as a territory because of its unique and globally invaluable natural and cultural patrimony. The charter would protect the region through establishing a new legal framework for the territory, formally place a value on its significant qualities, and generate tools and incentives for optimizing and conserving natural resources and environmental services within the framework of sustainable development. So far, the Chilean government has not yet acted upon the idea. Here are the four main tenets behind the proposed charter:
1. Chilean Patagonia as a Water Reserve:
The strategic relevance that water quality has in the context of accelerated climate change that seriously impacts the availability and quality of this resource, makes this territory a privileged site on the planet.
2. Chilean Patagonia as a Reserve of Life:

En 2013, el Consejo de Defensa de la Patagonia (CDP), una coalición que reúne a 70 organizaciones medioambientales y ciudadanas de Chile y el mundo entero, propuso al gobierno de Chile un “Estatuto de la Patagonia Chilena”. La coalición argumenta que en Chile la región de la Patagonia merece el reconocimiento formal como un territorio debido a su patrimonio natural y cultural único y globalmente invaluable. El estatuto protegería la región a través del establecimiento de un nuevo marco jurídico para el territorio, formalmente colocaría un valor en sus cualidades significati- vas y generaría instrumentos e incentivos para optimizar y conservar recursos naturales y servicios ambientales dentro del marco de un desarrollo sostenible. Hasta ahora, el gobierno chileno todavía no ha actuado sobre la idea. Aquí están los cuatro principios detrás del estatuto propuesto:
1. La Patagonia chilena como Reserva de Agua:
La relevancia estratégica que reviste tener agua de calidad en un escenario de acelerado cambio climático que impacta seriamente en la disponibilidad y calidad del recurso, hace de este territorio un sitio privilegiado en el planeta.

3. Zone of Sustainable Development:
Given the quality of the natural landscape and the extreme fragility of the terrestrial ecosystems, its use—for products as well as for services— should incorporate good management practices that guarantee the sustainability of Chilean Patagonia and its patrimony. It should tend toward high value- added niche products, tourism services, and well-conserved ecosystem services. Within this framework, it is possible to sustain and improve agriculture, forestry and aquaculture, fishing, tourism, and renewable sources of energy while avoiding hydroelectric, thermal and industrial mining megaprojects
4. Certification of Environmental Quality:
The legal definition of the territory as environmentally sustainable would make it possible to develop a seal of environmental quality guaranteeing the products and services coming out of Chilean Patagonia, and contributing to their greater profitability. 2. La biodiversidad presente es única en el mundo, con muchas especies endémicas y en categorías de conservación. Es la zona más prístina del país con más del 80% de su superficie con altos grados de naturalidad, además de tener por topografía, suelos y clima, ecosistemas muy vulnerables.
3. Zona de Desarrollo Sustentable:
Dada la calidad del paisaje natural y extrema fragilidad de los ecosistemas terrestres, el uso, tanto para productos como servicios, debe incorporar buenas prácticas de manejo que garanticen la sustentabilidad de la Patagonia chilena y su patrimonio. Se debe tender a productos de nicho con un alto valor agregado, servicios turísticos y servicios ecosistémicos bien conservados. En este marco es posible mantener y mejorar la agricultura, la silvicultura y la acuicultura, la pesca, el turismo y las fuentes renovables de energía, evitando los megaproyectos hidroeléctricos, térmicos o minero-industriales.
4. Certificación de la Calidad Ambiental:
Un territorio definido por ley como ambientalmente sustentable, posibilitaría el desarrollo de un sello de calidad ambiental que certifique a los productos y servicios que provengan de la Patagonia chilena, contribuyendo a una mayor rentabilidad de las actividades.
