Designate the Carretera Austral a Scenic Highway Diseñar la Carretera Austral como Carretera Escénica
In 1976, when former military dictator Augusto Pinochet first began clearing away the rainforest and rock to build the Carretera Austral south of Puerto Montt, few understood the treasures it would reveal. Today, this southern highway links up Chile's impressive Route of Patagonia Parks, yet the journey along this largely dirt road is worth the trip alone to experience what may be the most beautiful road trip in the world. “This is like a road through a park, that is how it should be understood,” said the late Aysen region Senator Antonio Horvath – Pinochet's man in charge of building the road at one time – in a 2014 interview with Patagon Journal. Horvath joined others in calling for legal protection then, wary that as the region keeps growing in popularity, so will economic and tourism development along the route. The Carretera Austral deserves special designation as a “scenic highway” together with clear zoning rules on what and where any new construction may take place to avoid damaging its extraordinary natural and cultural values.
En 1976, cuando el dictador Augusto Pinochet empezó a talar los bosques pluviales y mover la roca para construir la Carretera Austral al sur de Puerto Montt, pocos entendieron los tesoros que desvelaría. Actualmente, esta autopista austral une la impresionante Ruta de los Parques Patagónicos de Chile, y a pesar de ello puede que el recorrido merezca la pena ya solo por experimentar el que puede que sea el viaje por carretera más bonito del mundo. “Es como un camino a través de un parque; así es como debería entenderse”, dijo el difunto senador de la región de Aysén, Antonio Horvath, en una entrevista de 2014 para Patagon Journal. Fue a él a quien Pinochet puso al cargo de construir la carretera. En aquel entonces, Horvath se unió a otros para pedir protección legal, preocupado por que a medida que la región se iba haciendo más popular, el desarrollo económico y turístico también iba en aumento.
