The Review of China’s Logistics Industry Development in 2017 and the Outlook of 2018

Abstract：Logistics industry is the fundamental，strategic and leading industry supporting our national economic development； it is also the necessity for us to build a great modern socialist country. In 2017，China’s logistics industry was steadily and healthily developed，logistic demand was continuously increased，and the quality of logistic operation was steadily improved；the restructuring of that was increasingly optimized，consumption was the important driving force for the growth of logistic demand， manufacturing logistics was still the main source of logistic demand，and great achievements was made in transportation restructuring；capital and science & technology was the driving force for logistic enterprises to improve quality and efficiency，and to be bigger and stronger，and there existed some benchmarking enterprises with comprehensive strength and leading the industrial development；the transformation from old driving forces to the new ones was accelerated，innovation in ideas led the development， AI became the enabler of logistics，there were so many innovative application in modern supply chain，and sharing & crowdsourcing service was upgraded；establishing the network of comprehensive transportation system was accelerated，the“five vertical and five horizontal”comprehensive transportation channels were generally connected，and the layout of logistic network nodes was accelerated；policy environment was continuously improved，reform in streamlining administration and delegating powers， combining delegating power and strengthening regulation，and optimizing service was deepened，and institutional environment constraining industrial development was improved. But at the same time，there were still some problems with the development of China’s logistics industry，such as the still existing problems of not high operational quality and efficiency，the not strong capability for service providing，the not enough infrastructure connectivity，and the not enough capability for innovation，the highlighted conflict in the imbalanced and insufficient development，and the not improved institutional and policy environment. In the future，to provide China’s modern economic system with better service，keep up with people’s ever-growing needs for better logistic service， and promote the transformation from the logistics- big country to a logistics- strong country，we should，fully understand the new requirement imposed on the development of logistics industry in the new era，take building the logistic-strong country as the strategic target of the development of China’s logistics industry，take the high-quality-development as the path for the realization of that，pay more attention to solving the problem of the imbalanced and insufficient logistic development，lead and guide the transformation and upgrade of related industries. Specifically speaking，we should，first，focus on cost decreasing and benefit increasing，promote the development focusing on improving efficiency，but not scale，and promote reform in efficiency；second，we should promote the deep integration between Internet and logistics industry，pay more attention to the development of smart logistics，and promote reform in driving forces；third，we should make innovation in modern supply chain，establish some pilot enterprises and platforms for modern supply chain with coordination between upstream and downstream，intelligent connection，and integration with global market，and promote reform in quality；fourth，we should strengthen the construction of logistic infrastructural network，balance the development of international，national and regional transportation and logistic network，and give full play to the role of coordination effects；fifth，we should adhere to the principle of“ensuring harmony between human and nature”，develop green and low- carbon logistics，and alleviate pressure on environment；and sixth，we should adhere to the principle of“taking people as the center”，realize the high-quality development，and meet people’s ever-growing needs for better life.
