A Quantitative Research on the Institutional Differences of the Countries along the Belt and Road

（1.Shanghai Administration Institute ，Shanghai200237 China；2.Lanzhou University，Lanzhou730070，China） Abstract：The key to realize the Belt and Road Initiative is to promote connectivity among countries along the Belt and Road，especially the institutional connectivity. The suitable institutional connectivity is important for us to lower trade cost， guarantee the right and interests of exporting enterprises，and promote international economic and trade activities；and it is the important guarantee for foreign trade，investment and regional cooperation. Because of the great differences in national conditions and cultures of countries along the Belt and Road，we should deal with the institutional differences and barriers to realize the distribution，flow and release of resources，factors and information. To better understand the institutional differences of countries along the Belt and Road，the authors adopt the quantitative research method and construct the evaluation system to observe， measure and evaluate the institutional differences of countries along the Belt and Road. It is found that countries along the Belt and Road can be divided into eight groups；countries within a group is similar with each other in terms of institution；and the institution of countries in different groups is quiet different. So we should formulate different policies according to institutional differences and comparative advantages to increase the accuracy of policies. Besides，factor analysis shows that there are only eight factors having important impact on the institutional difference of countries along the Belt and Road；and the degree of influencing is different；among all the factors，government service efficiency has the greatest impact，power and market adjustment has the least impact. Strengthening the connectivity with countries along the Belt and Road should be started from these factors. Under the precondition of strengthening the formulation of government service related policies and institutions and improving the openness and inclusiveness of policies and institutions，we should supervise the development situation of market and government related polices，and clarify the impact degree of them on institutional differences.
