Choose the Path for Upgrading the Global Value Chain of “China—Central Asia—West Asia Economic Corridor”

Abstract：The new industrial revolution，characterized by the extensive application of the new generation information technology，has led to the reconstruction of the global industrial chain and provided an opportunity for developing economies to achieve economic and technological catch-- up. The report delivered at the 19th National Congress of the Communist Party of China also points out the direction of promoting China's industry to the high level of the global value chain. At present，for countries along China — Central Asia — West Asia Economic Corridor，their participation level in global value chain and labor division is low，which is not beneficial for them to adjust their economic structure and realize transformation and upgrading. Deeply participating in global value chain，increasing capital investment，reducing unemployment rate，improving the quality of government public service，and improving the level of national infrastructure will significantly improve the labor division position of countries along the corridor in global value chain. Facing opportunity of new industrial revolution，to break through the barrier brought by the labor division structure of global value chain，promote technological advance and market deepening，and realize the industrial development to the higher level of global value chain，we should deepen the regional production network integration，which is taking China as the orientation，and depend less on the external relation with developed countries. Specifically speaking，we should，first，have macroscopical viewpoint，adjust the development strategy，adhere to the innovation- oriented pattern，lay the solid foundation of new technological energy，cultivate new comparative advantages，and rebuild global value chain；second，we should have middlescopical viewpoint，promote the advantage complement effect in the New Flying Geese Model in the filed along the corridor，and promote the upgrade of regional value chain governance；and third， we should have microscopical viewpoint，construct and perfect the comparatively independent domestic value chain which is coordinated with global value chain，and realize industrial upgrading to obtain international competitiveness.
