Research on Risk-crisis Integrated Response of Network Chain Towards Global Value Chain
(Chang’an University,Xi’an,Shaanxi710064,China) Abstract:In the past 40 years of reform and opening up,China has experienced the industrial development process of the network chain led by the integrator,such as the advanced logistics industry and the linkage of the two industries. In the past, China was mainly the“world factory”of the global value chain of foreign companies. At present,it is trying to build a national value chain,and the leading network chain will be green extended to the global value chain with the“Belt and Road”capacity cooperation. For the“Belt and Road”capacity cooperation of the integrated field perspective,the industrial chain is regarded as the network chain structure formed by the integrator,the base nuclear and the connection key. The cross-regional network chain formed by multi- integrator,multi- base nuclear and multi- type connection key is highly susceptible to cross- interaction of its internal and external environments. When risk accumulation exceeds a threshold,network chain crises and even emergencies may occur serious loss. It uses the integration field perspective to regard the logistics chain,supply chain,supply chain integration and industrial chain as homomorphic network chains. The authors summarize 205 cases of international industrial transfer and capacity cooperation,analyze the relationship between risk identification and crisis response,and build an integrated operation mechanism for network chain risk identification,crisis management and emergency management. It is the main idea,method and strategy choice of the“Belt and Road”capacity cooperation to avoid risk accumulation,avoid crisis caused by emergencies,implement integrated response and control which used the integrated field to enhance the national value chain,risk identification,crisis response and emergency management integrated operation in the global network chain competition.
