Research on the Operational Performance Evaluation of Integrated Pilot Zones for Cross-border E-commerce

Abstract:As the pilot policy for the promotion of China’s cross-border e-commerce,though the establishment of integrated pilot zones for cross- border e- commerce has been developed during the past several years and some achievements have been made,there is still no systematic performance evaluation system of that,which will influence the experience summary and the analysis of related problems. To evaluate the operational performance of the integrated pilot zones for cross-border e-commerce, based on the background of the development of China’s integrated pilot zones for cross-border e-commerce,the authors establish an evaluation index system including 3 second- level indicators and 11 third- level indicators based on such three dimensions as basic performance,service performance,and growth performance. And combined with Delphi method and AHP method,the authors give different weight to different indicators,establish an evaluation model for the operational performance,and evaluate the operational performance of 35 integrated pilot zones for cross- border e- commerce in 2018. It is found that the operational performance of the 35 zones is quite different,which can be divided as three levels. Generally speaking,the performance demonstrates regional difference, which decreasing from east to west; the performance has relation with the economic development level;performance differences among different zones are significant,which related to the different indicators;and the performance of new ones will be worse than that of the earlier ones. In terms of specific indicator,basic performance indicators and service performance indicators are the main factors having impact on the operational performance of the pilot zones.
