Innovation and Development of Modern ICT-enabled Smart Supply Chain Finance

Abstract：In recent years，with the rapid application and development of AI，big data，block chain，cloud computing， Internet of things and other emerging information and communication technologies（ICT），the structure，process and elements in the supply chain field，as well as the business model in the financial field，all present the changes and trends of informatization and intelligent development. And as an important way of integrating industry and finance，supply chain finance has gradually entered a new stage of development -- smart supply chain finance under the influence of modern ICT. It is also closely related to the great potential of modern ICT in solving many pain points of current supply chain finance. So we should understand the enabling mechanism and technology positioning of ICT in the stage of smart supply chain finance，the "smart" effect to be realized，and challenges faced in the implementation. The enabling role of modern ICT to supply chain finance mainly reflects that trading operations can be truly，carefully and transparently reflected，the value appeal of multiple clients in multiple scenarios can be identified and solved effectively on the asset side of supply chain，and the creditor's rights and debts can be clearly defined，real credit of participants and corresponding financial assets can be presented objectively and naturally on the funding side. In order to realize the above enablement，ICT with disparate but interrelated functions must be organized into a system to play an integrated but differentiated role according to different businesses in supply chain finance，so as to achieve the“smart”effect of“intelligent decision- making，ecology servitization，service activation and managing visualization”. In addition，the ICT- enabled smart supply chain finance is accompanied by significant changes in inter-subject relationship structure and process mode，which makes the traditional supply chain finance theories in urgent need of innovation and development.
