The Constraints and Promoting Paths of the Building of China-Russia FTA in the New Era
(Beijing Municipal Party Committee School/Beijing Administration Institute,Beijing100044,China) Abstract:The building of China-Russia FTA is of great practical significance for China to accelerate the implementation of the FTA strategy and promote the construction of an open system of win-win cooperation in the new era. Based on the analysis of classic trade gravity model theory,new trade theory and contemporary frontier heterogeneous firms’trade theory,it is found that the four major economic factors restricting the building of China-Russia FTA are the too larger economic scale difference between the two countries,the weaker innovation ability of enterprises,the lower level of trade,and the poor construction of infrastructure and interconnection. Since the 18th CPC National Congress,under the strategic guidance of the top leaders of these two countreis, the development of China-Russia comprehensive strategic partnership of coordination has entered a new era. This not only creates unprecedented conditions for the expansion of mutually beneficial and win- win cooperation in economy,trade and investment between the two countries,but also brings strategic opportunities for solving the four constraints of the building of China-Russia FTA. Therefore,we should follow the trend and promote the building of China-Russia FTA from the following four aspects:first, promoting the docking and cooperation between the construction of the Belt and Road and the construction of Eurasian Economic Union to promote the common economic prosperity of the two countries;second,expanding the depth and breadth of scientific and technological innovation cooperation to create a China- Russia innovation community;third,playing the role of upgrading the industrial structure of the two countries to promote the industrial structure of both countries;and fourth,deepening financial cooperation and innovation to accelerate the construction of infrastructure and connectivity between the two countries.
