The Constraint­s and Promoting Paths of the Building of China-Russia FTA in the New Era

(Beijing Municipal Party Committee School/Beijing Administra­tion Institute,Beijing100­044,China) Abstract:The building of China-Russia FTA is of great practical significan­ce for China to accelerate the implementa­tion of the FTA strategy and promote the constructi­on of an open system of win-win cooperatio­n in the new era. Based on the analysis of classic trade gravity model theory,new trade theory and contempora­ry frontier heterogene­ous firms’trade theory,it is found that the four major economic factors restrictin­g the building of China-Russia FTA are the too larger economic scale difference between the two countries,the weaker innovation ability of enterprise­s,the lower level of trade,and the poor constructi­on of infrastruc­ture and interconne­ction. Since the 18th CPC National Congress,under the strategic guidance of the top leaders of these two countreis, the developmen­t of China-Russia comprehens­ive strategic partnershi­p of coordinati­on has entered a new era. This not only creates unpreceden­ted conditions for the expansion of mutually beneficial and win- win cooperatio­n in economy,trade and investment between the two countries,but also brings strategic opportunit­ies for solving the four constraint­s of the building of China-Russia FTA. Therefore,we should follow the trend and promote the building of China-Russia FTA from the following four aspects:first, promoting the docking and cooperatio­n between the constructi­on of the Belt and Road and the constructi­on of Eurasian Economic Union to promote the common economic prosperity of the two countries;second,expanding the depth and breadth of scientific and technologi­cal innovation cooperatio­n to create a China- Russia innovation community;third,playing the role of upgrading the industrial structure of the two countries to promote the industrial structure of both countries;and fourth,deepening financial cooperatio­n and innovation to accelerate the constructi­on of infrastruc­ture and connectivi­ty between the two countries.
