Research on the Comprehensive Evaluation Method of the Fourth Party Sharing Logistics Solutions

Abstract：Traditional sharing logistics service mode usually focuses on logistics facilities sharing in one or several supply chain parts，which often produces local optimal solution from the end to end supply chain perspective. Finding the global optimization solution to satisfy the customers’timing，economic and quality goals is very important to all logistics services participants. To avoid the impact of prior knowledge and subjective factors，ensurethat the choice of sharing logistics solutions is objective，and effectively guide cargo owners，receivers，and logistic service providers to achieve the win-win situation，a novel appraisal framework from the Fourth Party Logistics’perspective based on Variable Precision Rough Set Theory，Shannon Entropy and Genetic Algorithm is proposed in this paper. The results show that：among the firstlevel indicators，the relative importance of the ability to integrate and share storage and transportation resources，service reliability and consistency， internationalization and intelligence level is higher；and among the second level indicators，the integration ability of cross-body logistics system，the ability to provide value-added services to customers，and the available storage resources have higher relative importance.To formulate the suitable sharing logistics solutions for the enterprises，related cargo owner enterprises should take advantage of the previous comprehensive evaluation model and algorithm to compile the Big Data analysis software，evaluate the comprehensive capability of different potential logistic service providers，and do a better job in effective decision-making rules screening and mining.
