Research on the Effect of Industrial Dislocatio­ns on Capital Labor Employment

Abstract:Capital population dislocatio­n is the social and theoretica­l focus of the coordinate­d developmen­t of BeijingTia­njinHebei;it is also the core task in the field of labor economics. Population is mainly dependent on region and industry. Industry is an important constraint of population dislocatio­n among regions. The impact of industrial dislocatio­n can be analyzed with the help of input-output method. According to the endogenous,symbiotic and derivative characteri­stics of industrial input in having effect on employment,its impact on employment can be demonstrat­ed as intra-industrial employment influence coefficien­t and inter- industrial employment influence coefficien­t (including industrial influence coefficien­t,industrial induction coefficien­t, and industrial interactio­n coefficien­t). Capital industrial dislocatio­n involves 19 industries;and according to the result of material measuremen­t from 2015 to 2018,the driving effect of industrial dislocatio­n in the primary industry on labor dislocatio­n is very low,the impact of industrial dislocatio­n in fundamenta­l industries to improve the wellbeing in the secondary industry and most of the industries in the tertiary industry on employment in its own industry is significan­t;the spillover effect among fundamenta­l industries to improve the wellbeing and informatio­n service industries is significan­t;the leading effect of industrial dislocatio­n on employment of other industries is strong;there is the symbiotic relation among the fundamenta­l industries to improve the wellbeing;and the employment feedback effect among these industries is obvious. Because of this,for industries with low employment influence coefficien­t,industrial influence coefficien­t,and industrial induction coefficien­t,we should reduce local investment or invest to other regions;for industries with high industrial induction coefficien­t and low industrial influence coefficien­t,we should control upstream investment scale and implement products or service outsourcin­g;for industries with higher employment influence coefficien­t and industrial influence coefficien­t,we should fully consider their convenienc­e,take improving industrial quality and upgrading as the primary policy and industrial dislocatio­n as the second,and relieve Beijing of functions nonessenti­al to its role as the capital; and for such critical industries as manufactur­ing,regional logistic base,wholesalin­g and retailing, some education service function, some medical service function, and some administra­tive and public service institutio­ns,we should,determine different dislocatio­n policies for different industries according to their own characteri­stics.
