The Strategic Focus of Modern Logistics System and the Policy Choice under the Background of New Development Pattern

Abstract：The core of new development pattern is to promote the smooth，effective，safe，and steady flow of commodity， logistics，and the circulation of capital and information，which is also the strategic mission，targets and tasks of modern logistics system construction. The modern logistics system is the circulation system based on such new technologies as Internet，big data， and AI，and taking diversified new types of business and new patterns as the core；it demonstrates such trends as being digital， smart，platform，sharing，experiencing，customizing，branding，chain operating，disintermediation，mobile payment，express and distribution，and the separation of commodity flow and logistics；it can match with the high- level market- oriented， legalized，and international business environment；and the rapid developed online shopping，online payment，express and distribution，and cross- border e- commerce is the main components of modern logistics system. On the basis of solving the problem of large-scale circulation of production and consumption，the main functions of this system are to improve the overall control of channel，market voice，driving seat in trade，and the pricing right of commodities，smooth economic circulation，and improve development quality. To promote the construction of modern logistics system，we must，first，build the global logistics channel system，which can match with our advantages of large market scale，take advantage of our huge market capacity，super capacity for manufacturing，super wide industrial depth，and numerous market players，give full play to the role of the“master tap”and“master switch”that can be used to control the global logistics channel；second，we must build the structural system for the“strategic logistics”organization，which can match with China’s national strength，and cultivate the comprehensive modern logistics organization with the capacity for global logistic operation and competition；third，we must build the supporting system for global logistic strategy，which can match with the“strategic logistics”，to provide Chinese enterprises with enough，accurate， and in- time information of commerce and circulation，advanced technological guarantee，broadly arranged infrastructure，and authorized legal guarantee；fourth，we must build the multi- level commerce and circulation pattern system，which can match with the new development pattern，reject and oppose the thinking way of“product layer”，put the strong advantage in terms of market scale on the vital strategic position，and change this advantage into the advantage in terms of circulation channel and commodity pricing；and fifth，we must build the logistics value system，which can match with“made in China”，to promote the transformation of“new manufacturing”with the help of“reverse customization”，and empower the self-dependent brand to rise.
