Abstract：In recent years，public emergencies have occurred from time to time，which has brought great impact on social life，cause residents to rush to buy food，oil，vegetables，convenient food，disinfection supplies and other living materials，and even lead to more serious crisis. In order to solve the supply problem of residents' daily life goods under public emergencies，we should mobilize different forces，break through the temporal and spatial limits，promote the cross-department，cross-enterprise， and cross-platform cooperation，and help the government to fully understand the real situation of emergency material production， dispatch，and supply，and make scientific decision. At present，under the background of the great development of China's retail industry，we should study the behavior of each subject in the event，thoroughly analyze the development mechanism of public emergencies，establish an emergence guarantee system combining the real and virtual systems such as government emergency command system，emergency digital business system，emergency fresh food platform and emergency logistics system，and taking digital retail as the core. Specifically speaking，we should，first，take retail as the infrastructure in coping with public emergency，reasonably arrange the physical networks and e- businesses，and establish the basic emergency guarantee system taking community retail shops as the support；second，we should promote the integration of production and selling，and realize the quick response to consumers’demand；third，we should strengthen after- production standardized management system for fresh agricultural products，and accelerate the process of standardization in the place of origin；and fourth，we should establish the multi- level and multi- channel distribution cooperation system，and provide consumers with convenient service with the shortest time and lowest cost.
