The Emergence，Influence and Enlightenment of“Shopping Refugees”in Japan

Abstract：The construction of agricultural supply chain is based on the classification of agricultural supply chain in China； we should choose the appropriate strategy of agricultural products supply chain and governance structure and strengthen the construction of logistics and information flow. Based on the uncertainty of agricultural products supply and demand，agricultural products supply chain can be classified as stable supply and demand，stable supply and unstable demand，unstable supply and stable demand，and unstable supply and demand；we should choose such supply chain strategies as efficiency，responsiveness， offsetting and agility respectively. In the future，we should further improve the related law system and give more support for the development of farmer cooperatives.The aging problem has become a global problem affecting economic development. The increasingly serious aging problem has caused economic and social problems such as how to provide the elderly people with corresponding daily care and meet their daily life needs. The enlargement and suburbanization of commercial facilities，the stagnancy of commercial streets in urban centers，the reduction of nearby commercial facilities and the popularity of private cars are all the causes of the problem of“shopping refugees”in Japan，and have influences on the development of retail industry in Japan. In order to alleviate the problem of“shopping refugees”，the Japanese government attaches great importance to it. Various departments formulate and implement different policies to solve the problem of shopping difficulties for the elderly consumer groups from such aspects as capital，transportation，and business planning program；retail enterprises actively participate in and adopt flexible business strategies to meet the needs of the elderly people；non-profit organizations help retail enterprises solve the problem of pain points，improve the efficiency of transportation and distribution，play the role of membership mechanism， deliver fresh and healthy food to the elderly consumers in time；and the government，retail enterprises and non- profit organizations jointly build a collaborative system to provide services for different levels of elderly consumers. Learning from the experience of Japan，we should recognize the seriousness of China's aging problems predict，and pay attention to the arrival of “shopping refugees”and other issues：at the level of government's macro- control，we should guide the development of the elderly consumer market，improve the commercial layout；and at the level of the enterprise's micro-control，we should formulate the business strategy adapting to the needs of the elderly market，innovate the business pattern，develop new business types， which will in turn establish a system that will be used to cope with the problem of "shopping refugee"，and take market as orientation，government as the guider，enterprises as the main force.
