Effect Analysis of Beijing-Tianjin-Hebei Collaborative Innovation Based on R&D Hub-Network Theory

Abstract:During the 14th Five-Year Plan period,the key way of Beijing-Tianjin-Hebei coordinated development lies in the coordinated development of innovation. Based on the R&D hub- network theory ,the authors draw the corresponding cooperation network diagram according to the data of paper cooperation and patent cooperation between Beijing ,Shanghai, Shenzhen and other provinces,and technology transaction between Beijing,Shanghai,Guangdong and other provinces from 2008 to 2018. The authors also study and analyzes the current situation and problems of Beijing- Tianjin- Hebei collaborative innovation. The research shows that Beijing is the highland for publishing papers ,patent inventions and technology transactions in China,but the data shows that Tianjin and Hebei,which are close to Beijing,are not high in these three aspects. The three regions of Beijing,Tianjin and Hebei do not fully reflect collaborative innovation or regional advantages. Although some achievements have been made in the coordinated development of Beijing ,Tianjin and Hebei,there are still some practical problems,such as insufficient industrial coordination among the three regions ,unformed advantageous industrial chain,and low conversion rate of Beijing scientific and technological innovation achievements in Tianjin and Hebei. The authors believe that the underdeveloped productive domains and commercial service domains have seriously hindered the collaborative innovation of the Beijing- Tianjin- Hebei region,and put forward three constructive suggestions for the improvement of productive domains and commercial service domains:first,we should build a good productive domains with the coordinated development of high- end manufacturing industry as the breakthrough point ;second,we should improve the productive domains construction with the rational construction of the science and technology park as the breakthrough point ;and third we should improve the business service domains with the promotion of science and technology service industry as the starting point.
