Theoretical Interpretation and Realization Path of the High-quality Development of Agricultural Cold Chain Logistics

Abstract：Realizing the high- quality development of agricultural cold chain logistics is an inevitable requirement and an effective way to promote the revitalization of rural industries and meet consumers' demand for high-quality agricultural products. Aiming at the dilemma of“small，scattered，chaotic，and weak”faced by agricultural cold chain logistics，the authors construct an analysis framework of“institutional benefits-transaction costs-value added”，and explains the connotation of the high-quality development of agricultural cold chain logistics. In order to provide the reference for the high-quality development of agricultural cold chain logistics，and guided by the connotation goal of high- quality development，the realization path of “resource reorganization and allocation，organizational restructuring and upgrading，and industrial synergy and value-added”for the highquality development of agricultural cold chain logistics is proposed. Among them ，in terms of resource reorganization and allocation，it is necessary to expand the cold chain transportation ecosystem to give play to the role of economies of scale， promote information disclosure and sharing to reduce business risks，and strengthen policy support to promote the internalization of industry operation externalities；in terms of organizational restructuring and upgrading，it is necessary to increase the degree of organizational integration to reduce transaction frequency ，use the Internet tools to strengthen the economy of scope to reduce asset specificity，and improve the interest linkage mechanism to reduce operating uncertainty ；finally，in terms of industrial synergy and value- added，it is necessary to strengthen the leadership of consumer sovereignty to improve product quality and safety level，optimize the industrial chain to reduce logistics losses ，and promote stable low prices and high- quality prices to promote benefit sharing.
