The Special Positioning and Realization Path of Hainan Free Trade Port under the Background of Dual Circulation

Abstract：Under the new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other，Hainan Free Trade Port，as a new highland of freedom and openness，forms a growth pole for regional economic development at the domestic level ，and promotes the process of globalization at the international level ，playing a role in activating the port economy，linking the domestic and the international economy，which is a two-way connection point between domestic and international economy. But at the same time ，Hainan Free Trade Port is facing double crisis，which restricts its role as the two- way connection point ：on the one hand，the lack of market competition in the free trade port has restricted the domestic circulation ；on the other hand，the changed international situation and the wave of anti- globalization sweeping the world has also hindered both the domestic and international circulation. Neutrality of government intervention and fair market competition are the key to the high-quality development of a free trade port. To become the highland for opening up， Hainan free trade port，as the two-way connection point，must first become a highland for fair competition. The realization of fair competition can activate the vitality of Hainan Free Trade Port market ；and it can also reverse the trend of anti-globalization by exporting the Chinese version basic rules of fair competition to the world. Therefore ，Hainan free trade port needs to be refined internally and externally to coordinate the competition policy and industrial policy of the free trade port ，establish a competition legislative framework based on the“Hainan Free Trade Port Law”and the supporting legal systems，continue to promote reforms in implement institution of the free trade port competition law ，export free trade port fair competition rules to the world by enhancing the sense of fair competition among operators and accumulating experience in international competition policy negotiations，so as to establish the foundation of competition policy in the free trade port and truly realize the key role of Hainan Free Trade Port in the new development paradigm.
