Spatial Effect of Digital Economy on Regional Innovation Efficiency

Institute，Ocean University of China，Qingdao 266100，Shandong，China） Abstract：Under the realistic demand of accelerating the construction of new development pattern and promoting the highquality development of economy and society，realizing the coordinated development of regional innovation through digitalization is of great significance for realizing innovation- driven development strategy and promoting regional innovation integration process. Based on the relevant data of 30 provinces from 2013 to 2020，the authors use the panel entropy method and Data Envelopment Analysis method to explore the spatial spillover effect of the digital economy in stimulating regional innovation efficiency and the value realization efficiency of innovation achievements. By measuring the provincial digital economy development index and the regional two- stage innovation efficiency，the panel space Dubin model is used to test the existence and difference of spatial spillover effect of digital economy on regional innovation efficiency in two stages. The results show that： the development of digital economy can significantly improve the efficiency of regional technological innovation and achievement transformation，and the effect is stronger in the stage of technological innovation than in the stage of achievement transformation； the spillover effect of innovation space of digital economy is obvious in the technological innovation stage ，while there is a certain degree of digital isolation in the achievements transformation stage ；the innovation incentive effect of digital economy is heterogeneous due to different geographic locations and the development of digital economy ；and comparing to the central and western regions，eastern regions have more digital economy innovation spillover dividends，and higher degree of digitalization will lead to greater incentives which is brought by technology innovation，but it will also hinder the improvement of achievement transformation. Therefore，we should，first，further improve the construction of digital infrastructure，encourage the construction of a sound market mechanism and foster innovative vitality；second，we should make good use of the innovation incentive effect of the digital economy，reasonably build a bridge between technological innovation and achievements transformation ，explore more efficient ways to realize the value of technological achievements，and actively build a domestic circulation independent and controllable innovation chain；and third，we should enhance the coordination and linkage of innovation among regions by taking heterogeneous measures according to different geographical locations and digital development degree.
