Theoretical Framework and Implementation Path of Cross-border Supply Chain Cooperation in Agriculture and Animal Husbandry between China and Mongolia

Abstract：The cross-border trade of agricultural and livestock products between China and Mongolia is an important part of the cross- border trade between China and Mongolia. It is necessary to take the cross- border supply chain of agricultural and animal husbandry between China and Mongolia as the carrier，and improve the efficiency and quality of the cross-border trade of agriculture and animal husbandry between China and Mongolia through the full cooperation of all participants in the supply chain. Based on the supply chain cooperation theory and the characteristics of cross-border trade in agricultural and animal husbandry between China and Mongolia，the authors construct the triangular theoretical analysis framework of cross-border agricultural and animal husbandry supply chain cooperation between China and Mongolia ，which focuses on the cooperation objectives，the basic conditions，the cooperation mechanism and the cooperation model. The basic condition of cross-border supply chain cooperation in agriculture and animal husbandry between China and Mongolia is the precondition of that ；the cooperation mechanism is to solve the internal mechanism of the cooperation of cross- border supply chain in agriculture and animal husbandry between the two countries；the cooperation model is to solve the problem of how to cooperate in the cross-border supply chain of agriculture and animal husbandry of the two countries；and the above three co-serve the goal of cooperation and form a complete theoretical framework of mutual restriction，mutual influence and mutual promotion. At present，there are problems in the cross- border supply chain cooperation of agriculture and animal husbandry between China and Mongolia ，such as insufficient supply and demand in cross- border trade，single channels，policy barriers，non- standard operation of market entities，information asymmetry and financing barriers，as well as incomplete circulation networks. Cross- border supply chain cooperation in agriculture and animal husbandry between China and Mongolia should moderately expand the types of agricultural and livestock product trade and the scale of border trade，pay more attention to trade between border residents and expand the trade of that， enhance grassland protection and breeding technology innovation and improve the supply of high- quality livestock product， strengthen cross-border e-commerce cooperation of agricultural and livestock products and satisfy the need of China-MongoliaRussia cross-border trade of agricultural and livestock products actively ，optimize trade policies，formulate the unified standard and identification mechanism，attach importance to branding strategies and realize value improvement of the cross-border supply chain of agriculture and animal husbandry between China and Mongolia ，improve China- Mongolia agriculture and animal husbandry cross- border logistics channels and logistics networks ，cultivate large- scale logistics service enterprises ，and build China-Mongolia agriculture and animal husbandry cross-border supply chain information platform.
