More for­eign work­ers pick Shang­hai

China has is­sued more than 193,000 work per­mits to for­eign­ers in the past eight months, in­clud­ing nearly 43,000 in Shang­hai — the coun­try’s largest num­ber. The four other top re­gions for per­mits were Guang­dong province (33,000), Bei­jing (21,200) and Jiangsu (17,612) and Zhe­jiang (16,405) prov­inces. The num­bers of some sec­ond- and thirdtier ci­ties that are po­ten­tial eco­nomic pow­er­houses are also on the rise, such as Chengdu, Sichuan province, and Wuhan, Hubei province, ac­cord­ing to Zhang Jian­guo, head of the State Ad­min­is­tra­tion of For­eign Ex­perts Af­fairs. Based on data col­lected be­tween April 1, 2017, and Jan 12, the A-type work per­mit for high­end per­son­nel ac­counts for 11 per­cent of all per­mits na­tion­ally, he says.
