ANNOUNCEME­NT CHINA DAILY | HONG KONG EDITION 6 | February 20-21, 2021 * 1 (( ) 111 of 1 PR(9(17,O1 A1' &O17RO/ O) ',S(AS( (&O0P8/SOR< 7(S7,1* )OR &(R7A,1 P(RSO1S) R(*8/A7,O1 &ompulsor\ 7esting 1otice I hereby exercise the power conferred on me by section 10(1) of the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (the Regulation) (Chapter 599, sub. leg. -) to:— &ategor\ of Persons (I) specify the following category of persons:— any person who had been present on the following premises in any capacity (including but not limited to residents, visitors and workers) for more than 2 hours at any time during the period from 5 February to 18 February 2021:— (1) 88 Square, 88 Po Heung Street, Tai Po, New Territorie­s, Hong Kong; (2) Shung Tak %uilding, 315-319 Tai Nan Street, Sham Shui Po, Kowloon, Hong Kong; (3) Sau Ching House of Sau Mau Ping (state, 101 Sau Ming Road, Kwun Tong, Kowloon, Hong Kong; (4) Tower 1, Greenhill Villa, 63 Siu Lek 1ote 1@ >1ote @ OR (b) for a test at Community Testing Centres:— (i) attend one of the Community Testing Centres set up by the Government on or before 20 February 2021 during its opening hours; (ii) undergo the Specified Test, including providing a sample, in accordance with the instructio­ns given by the staff at the centre; and (iii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; >1ote 3@ OR (c) for a test with a specimen bottle obtained:— (i) obtain a specimen bottle from one of the 121 post offices, 47 general out-patient clinics of the Hospital Authority or vending machines set up at 20 MTR stations (ii) collect deep throat saliva sample in the specimen bottle as per the guidelines provided together with the specimen bottle; (iii) return the specimen bottle with the sample by 20 February 2021 and (iv) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; 4@; >1ote 4@; >1ote OR (d) for a test using a specimen bottle distribute­d to the buildings specified in Part (I) above by the Centre for Health Protection (i) obtain a specimen bottle from the CHP; (ii) collect relevant sample in the aforesaid specimen bottle as per the guidelines in the specimen collection pack; (iii) return the specimen bottle with the sample by 20 February 2021 to the collection points specified in the informatio­n provided in the specimen collection pack; and (iv) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; (CHP) (if applicable):— OR (e) for a test at general out-patient clinics of the Hospital Authority:— (i) undergo, by 20 February 2021, the Specified Test at general out-patient clinics of the Hospital Authority as instructed by a medical profession­al of the Hospital Authority; and (ii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; OR for a self-arranged test:— (i) arrange for the carrying out of the Specified Test at a laboratory which is included in a list of recognised laboratori­es for the Specified Test published at the coronaviru­s disease 2019 thematic website on https://www.coronaviru­s.gov.hk/pdf/List_of_recognised_laboratori­es_RTPCR.pdf and which can issue SMS (mobile phone text message) notificati­ons in respect of test results; (ii) undergo, by 20 February 2021, the Specified Test in accordance with the instructio­ns given by the staff of the laboratory; and (iii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; require every person who falls within the above category to take appropriat­e personal disease prevention measures as far as reasonably practicabl­e, including wearing a mask and maintainin­g hand hygiene; and unless for the purpose of undergoing the Specified Test, stay at his/her place of residence and avoid going out until the test result is ascertaine­d as far as possible; (f) (III) Period Specified for the Purpose of Section 14(3)(b) of the Regulation (IV) specify in relation to the category of persons above the 30-day period from 21 February to 22 March 2021 as the period during which a Compulsory Testing Order may be issued under the Regulation upon non-compliance with this Notice; Appointmen­t of Prescribed Officers (V) appoint members of the Auxiliary Medical Service and all public officers of the Government of the Hong Kong Special Administra­tive Region to perform a function under the Regulation concerning a requiremen­t specified under this Notice @. >1ote 1ote 1 ² If a person who falls within the category specified in Part (I) above has previously undergone the Specified Test during the period from 16 February to 18 February 2021, he/she would be taken to have complied with the requiremen­ts set out in this Notice regardless of whether or not the test was conducted for complying with this Notice. 1ote ² The location, opening hours and target groups (if applicable) of the mobile specimen collection stations are set out in https://www.coronaviru­s.gov.hk/eng/early-testing.html. 1ote 3 ² The location and opening hours of the Community Testing Centres are set out in https://www.communityt­est.gov.hk/en/. 1ote 4 ² The location and opening hours of post offices, general out-patient clinics and MTR stations distributi­ng specimen bottles as well as the specimen collection location and time are set out in https://www.coronaviru­s.gov.hk/eng/early-testing.html. 1ote ² Under the Regulation, health officers may, without the need of an appointmen­t, perform a function concerning a requiremen­t under a Compulsory Testing Notice. 18 February 2021 Secretary for Food and Health * 1 (( ) 11 of 1 PR(9(17,O1 A1' &O17RO/ O) ',S(AS( (&O0P8/SOR< 7(S7,1* )OR &(R7A,1 P(RSO1S) R(*8/A7,O1 &ompulsor\ 7esting 1otice In exercise of the power conferred by section 10(1) of the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (the Regulation) (Chapter 599, sub. leg. -), I hereby:— &ategor\ of Persons (I) specify, for the purposes of Part 3 of the Regulation, the following categories of persons:— (a) any person (including full-time, part-time and relief staff) who, at any time during the period from 3 March 2021 to 12 March 2021 (i) is employed by and on duty at the premises of any residentia­l care home for the elderly operating with a licence issued under the Residentia­l Care Homes ((lderly Persons) Ordinance (Chapter 459); or (ii) through a hire-of-service contract with the aforementi­oned RCH(, provides services to resident(s) of the RCH(; (b) any person (including full-time, part-time and relief staff) who, at any time during the applicable period:— (i) is employed by and on duty at any day service unit attached to the premises of any RCH( operating with a licence issued under the Residentia­l Care Homes ((lderly Persons) Ordinance; or (ii) through a hire-of-service contract with the aforementi­oned day service unit, provides services to user(s) of the day service unit; (c) any person (including full-time, part-time and relief staff) who, at any time during the applicable period:— (i) is employed by and on duty at the premises of any residentia­l care home for persons with disabiliti­es operating with a licence or a certificat­e of exemption issued under the Residentia­l Care Homes (Persons with Disabiliti­es) Ordinance (Chapter 613); or (ii) through a hire-of-service contract with the aforementi­oned RCHD, provides services to resident(s) of the RCHD; (d) any person (including full-time, part-time and relief staff) who, at any time during the applicable period:— (i) is employed by and on duty at any day service unit attached to the premises of any RCHD operating with a licence or a certificat­e of exemption issued under the Residentia­l Care Homes (Persons with Disabiliti­es) Ordinance; or (ii) through a hire-of-service contract with the aforementi­oned day service unit, provides services to user(s) of the day service unit; (e) any person (including full-time, part-time and relief staff) who, at any time during the applicable period:— (i) is employed by and on duty at the premises of any nursing home listed in Schedule 10 of the Private Healthcare Facilities Ordinance (Chapter 633) (except nursing homes operating with a licence issued under the Residentia­l Care Homes ((lderly Persons) Ordinance or the Residentia­l Care Homes (Persons with Disabiliti­es) Ordinance); or (ii) through a hire-of-service contract with the aforementi­oned nursing home, provides services to the resident(s) of the nursing home; (THE APPLICABLE PERIOD):— (RCHE) (RCHD) ReTuiremen­ts and Procedure for the 7est (II) require every person who falls within the above categories to undergo a polymerase chain reaction-based nucleic acid test for the coronaviru­s disease 2019 (a) for a test at Community Testing Centres:— (i) attend one of the Community Testing Centres set up by the Government during the period from 21 February 2021 to 2 March 2021; (ii) undergo the Specified Test, including providing a sample; and (iii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; (THE SPECIfiED TEST) in compliance with the requiremen­ts and procedure set out below:— >1ote 1@ OR (b) for a test at Temporary Testing Centres:— (i) attend one of the Temporary Testing Centres set up by the Government (if any) during the period from 21 February 2021 to 2 March 2021; (ii) undergo the Specified Test, including providing a sample; and (iii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; >1ote @ OR (c) for a test at mobile specimen collection stations:— (i) attend one of the mobile specimen collection stations set up by the Government (if any) during the period from 21 February 2021 to 2 March 2021; (ii) undergo the Specified Test, including providing a sample; and (iii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; >1ote 3@ OR (d) for a test arranged by the above RCH(, RCHD, nursing home or day service unit:— (i) arrange for the carrying out of the Specified Test at a laboratory included in a list of recognised laboratori­es for the Specified Test published at the coronaviru­s disease 2019 thematic website on https://www.coronaviru­s.gov.hk/pdf/List_of_recognised_laboratori­es_RTPCR.pdf; (ii) undergo, during the period from 21 February 2021 to 2 March 2021, the Specified Test as instructed by the staff of the laboratory; and (iii) keep the test report and provide it for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; OR (e) for a test with a specimen bottle obtained:— (i) obtain a specimen bottle from one of the 121 post offices, 47 general out-patient clinics of the Hospital Authority or vending machines set up at 20 MTR stations (ii) collect deep throat saliva sample in the specimen bottle as per the guidelines provided together with the specimen bottle; (iii) return the specimen bottle with the sample from 21 February 2021 to 2 March 2021 and (iv) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; 4@; >1ote 4@; >1ote OR (f) for a test at general out-patient clinics of the Hospital Authority:— (i) undergo, during the period from 21 February 2021 to 2 March 2021, the Specified Test at general out-patient clinics of the Hospital Authority as instructed by a medical profession­al of the Hospital Authority; and (ii) keep the SMS (mobile phone text message) notificati­on containing the result of the test, and provide the relevant SMS notificati­on for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; OR (g) for a self-arranged test:— (i) arrange for the carrying out of the Specified Test at a laboratory included in a list of recognised laboratori­es for the Specified Test published at the coronaviru­s disease 2019 thematic website on https://www.coronaviru­s.gov.hk/pdf/List_of_recognised_laboratori­es_RTPCR.pdf; (ii) undergo, during the period from 21 February 2021 to 2 March 2021, the Specified Test as instructed by the staff of the laboratory; and (iii) keep the test report and provide it for checking by a prescribed officer when the prescribed officer requires the person to provide informatio­n about his or her undergoing the Specified Test; Period Specified for the Purpose of Section 14(3)(b) of the Regulation (III) specify, in relation to the categories of persons specified in Part (I), the 30-day period from 3 March 2021 to 1 April 2021 as the period during which a Compulsory Testing Order may be issued under section 14(1) of the Regulation upon non-compliance with a requiremen­t under this Notice; Appointmen­t of Prescribed Officers (IV) appoint, in relation to the categories of persons specified in Part (I), the following officers to perform a function under the Regulation concerning a requiremen­t specified under this Notice (a) in relation to the categories of persons specified under (a) to (d) of Part (I)—checking officers (compulsory testing) of the Social Welfare Department; and (b) in relation to the categories of persons specified under (e) of Part (I)—registered nurses of the Department of Health and members of the Auxiliary Medical Service. @:— >1ote 1ote 1 ² The locations and opening hours of the Community Testing Centres are set out in https://www.communityt­est.gov.hk/en/. 1ote ² The Government will from time to time set up Temporary Testing Centres as necessary. If there are Temporary Testing Centres which meet the testing requiremen­ts set out in this Compulsory Testing Notice, the Social Welfare Department will announce the relevant informatio­n on its website (https://www.swd.gov.hk/en/index/site_pubsvc/page_supportser/sub_ttc/) in a timely manner, including the locations and opening hours of such centres. 1ote 3 ² The Government will from time to time set up mobile specimen collection stations as necessary.
