Reg­u­la­tions on man­age­ment of ad­min­is­tra­tive di­vi­sions

The State Coun­cil, China’s Cab­i­net, has is­sued a reg­u­la­tion on the man­age­ment of ad­min­is­tra­tive di­vi­sions, which will take ef­fect on Jan 1, 2019.

An ad­min­is­tra­tive divi­sion is the ba­sic unit of ad­min­is­tra­tive man­age­ment, and the reg­u­la­tion is of great sig­nif­i­cance to the mod­ern­iza­tion of gov­er­nance.

Ac­cord­ing to the reg­u­la­tion, ad­just­ment of citylevel ad­min­is­tra­tive di­vi­sions should be ap­proved by the State Coun­cil, and the ad­just­ment of town­ship-level ad­min­is­tra­tive di­vi­sions should be ap­proved by the provin­cial-level gov­ern­ment and should be re­ported to the State Coun­cil.

The Min­istry of Civil Af­fairs will up­date the ap­pli­ca­tion and re­view pro­ce­dure of ad­min­is­tra­tive divi­sion ad­just­ment. Be­sides ex­pert opin­ion, pub­lic opin­ion will also be taken into con­sid­er­a­tion in the process of rais­ing the ad­min­is­tra­tive level of a county to that of a city.

Any ad­just­ment of the ad­min­is­tra­tive di­vi­sions should serve the na­tional de­vel­op­ment strat­egy.

Such ad­just­ment should also fo­cus on the in­te­gra­tion of ur­ban and ru­ral de­vel­op­ment, pro­mote the har­mo­nious de­vel­op­ment of peo­ple and na­ture.
