In 1989, ci­ti­zens in Bei­jing who pur­chased pub­licly owned apart­ments first col­lected their real es­tate cer­tifi­cates, mark­ing the start of hous­ing sys­tem re­form in the city. The wel­fare hous­ing pro­gram that had been im­ple­mented since the found­ing of the PRC in 1949 was grad­u­ally abol­ished, and re­form to­wards com­mer­cial­iza­tion of hous­ing was launched across the na­tion.
