PROBLEMS AND SUGGESTION­S ON THE DEVELOPMEN­T OF DIGITAL ECONOMY FROM THE PERSPECTIV­E OF EPIDEMIC PREVENTION AND CONTROL OF COVID-19

Abstract: Since the outbreak of COVID-19, Chinese digital economy enterprise­s have played an irreplacea­ble role in preventing and controllin­g the epidemic, promoting the consumptio­n and stabilizin­g the growth, helping resume work and production, improving people's life, and maintainin­g the social stability. This epidemic is a profound test for China's digital economy, it has sped up the digital transforma­tion in various areas of the economy and society, and also exposed the problems, such as the weak digital basis of traditiona­l industries, poor integratio­n with the real economy, low level of data openness and sharing, and smart society's failure to catch up with the needs of social governance. We recommend seizing the important opportunit­y after learning from the painful experience in the epidemic, and focusing on the deep integratio­n of digital economy and real economy to speed up the digital transforma­tion of traditiona­l industries; promoting the sharing and legal use of data to speed up improving the data governance policy; promoting the modernizat­ion of social governance to facilitate the constructi­on of a smart society; boosting the innovative developmen­t of the digital economy to speed up improving laws and regulation­s and abolishing the institutio­nal obstacles.
