MODERNIZATION OF NATIONAL GOVERNANCE SYSTEM AND GOVERNANCE CAPABILITY FROM THE PERSPECTIVE OF EPIDEMIC PREVENTION AND CONTROL AND EMERGENCY MANAGEMENT

Abstract: Featured with the complex cause, rapid spread, profound impact, and serious damage, major epidemics pose great challenges to the normal governance system and emergency management capabilities of a country. In order to deal with the global epidemics represented by COVID-19, we should improve the national health emergency management system, and enhance the capability and level of public emergency response, according to the deficiencies exposed in the outbreak response. Meanwhile, we should improve the national health governance capability, protect and implement citizens' constitutional rights better, make up deficiencies in public health, strengthen the market supervision and legal construction, improve the legal system of natural ecological protection, perfect the national reserve system, strengthen the work of talents, and improve the incentives & accountability mechanism to enhance the national governance capabilities.
