Today, many events could stir widespread public concern and discussion on the virtual network. The virtual Internet constantly shows its powerful informatio­n disseminat­ion potential. It gives illegal and degraded behaviors nowhere to hide.

However, a coin always have two sides. The virtual world has also affected society in a negative way. Since anyone can create a fake account and do anything without being traced, it has become quite easy for anyone to bully on the Internet.

Threats, intimidati­on messages and rumors can spread among the public, thus creating discomfort and chaos in the society. In addition, personal data and privacy can easily be hacked and shared on the Internet, which can cause financial losses and even result in loss of human life.

The best way to regulate the virtual network is to use the law to construct rights boundaries for participan­ts in the virtual world.
