3.4 水上突发事件处置应用研究

水上突发事件的突发性、不可预测的特点对海事部门的应急反应能力提出了高要求。无人水面艇具备高航速、综合性能强等显著特点,更加契30 kn合水上突发事件处置要求。以航速为 的无25 n mile人水面艇为例,以事故距离 的航程计算, 50 min,是现有海事其达到事故现场的时间仅需4)。装备中最快的(表不同的水上突发事件类型、突发事件离岸距离及自然条件,会应用不同的水上突发事件应急措施。总体上,水上突发事件分为水上交通事故和水上污染事故,自然条件分为尚可、恶劣两种类型,离岸距离可分为适中和较远。根据目前的水 上突发事件应急处置水平,适中和较远以距离基25 n mile地 为界。根据无人水面艇的现有功能,目前海事装备配备情况、无人水面艇在水上突发5事件处置中的应用如表 所示。

4结语

无人水面艇经过短短几十年的发展,已在多个领域得到应用。无人水面艇具备的综合成本低、抗风险能力强、智能化程度高、反应速度快等特点,契合水上交通安全监管需求,在水上交通安全监管工作中具有广泛的应用前景。目前,海事系统已经进行了无人水面艇应用的良好探索。经过任务分析,无人水面艇在水上巡航中,部分可替代目前传统的巡航工作,部分可与现有海事监管手段形成补充,部分需要进一步研发完善相关技术。在水上突发事件处置方面,无人水面艇具备无需备航时间、航速快等显著优势。因此,无人水面艇能有效应用于水上安全监管,融入海事装备体系并成为其中重要的一个组成部分。
