Tackling Centenary Changes at Global Level
“The nature of a hero is shown in turmoil.” Faced with this major public health emergency, novel coronavirus pneumonia epidemic, the CPC Central Committee with Comrade Xi Jinping at the core has attached great importance to the prevention and control of the outbreaks and made resolute decision to lead and unite the entire Chinese people in launching a people’s war, a total war and blocking actions against the epidemic. The extraordinary efforts have resulted in a growing positive momentum in epidemic control across the country. China has demonstrated its strength, spirit, efficiency as well as its image as a responsible major country by curbing the spread of the epidemic, which has won the endorsement and high appreciation from the international community. WHO Director-General Dr. Tedros Adhanom Ghebreyesus has repeatedly publicly praised China’s tremendous efforts to combat the epidemic globally. UN Secretary General Guterres believes that China has made tremendous sacrifices to the prevention and control of the epidemic and has thus made great contributions to the entire mankind. It is a shared opinion among the international community that China’s resolute and vigorous prevention and control measures have demonstrated its outstanding leadership, coping ability, organizational and mobilization ability as well as implementation ability, which are beyond the reach of other countries and have set a model for world epidemic prevention.
This model highlights General Secretary Xi Jinping’s strong and powerful leadership and the institutional advantages of socialism with Chinese characteristics. General Secretary Xi Jinping has made comprehensive and effective arrangements through presiding over a series of important meetings, issuing a series of important instructions and comments, and making onsite investigations to communities. The CPC organizations and governments at all levels mobilized the people of the whole country by prompt action, precise measures and scientific prevention and treatment, which is working to establish a strict and effective comprehensive prevention and control system in a short notice. 19 provinces give support to Hubei. Over 40,000 medical workers from all over the country and military hospitals went to Hubei. It took only 10 days to build a hospital and nearly 20 mobile cabin hospitals have been opened in a very short time. Hubei Province has adopted a net-type investigation and received each and every patient for treatment. Facilities and materials have been transported to Wuhan from various provinces and municipalities day and night. All these facts have over and over again refreshed the records in human history of fighting against epidemics and demonstrated the distinctive advantages of the socialist system with Chinese characteristics and China’s national governance system in all dimensions. Dr. Ghebreyesus once said that this is the biggest organization and mobilization that he had ever seen. He attributes the success to China’s system advantage and advice other countries to learn from China’s experience.
This model has fully demonstrated the spirit of unity, struggle and relentlessness of the Chinese nation. Just as Dr. Henry Kissinger once put, the Chinese people were always well protected by the bravest among them. In this grim struggle, the CPC organizations at all levels and the huge numbers of party members and officials have been working tenaciously at the frontline of fighting against the epidemic, whilst the broad masses of the people with great courage have managed to reach the goals of fighting against the pandemic. Those include dedicated experts, academicians, physicians and nurses who have been fighting with all their might, police officers and take-out deliverers who have been working so hard, entrepreneurs and overseas Chinese who have been generously donating, and community cadres and sanitation workers who have been working day and night. In order to ensure the safety and health of the country and the people, countless outstanding Chinese people have been involved in fighting against the virus with great courage and selflessness, demonstrating their sense of responsibility with
their own efforts. It is fair to say that this fight against the pandemic is a “wartime” test of the Chinese people’s spiritual will, a collective forging of the essential nature of the Chinese nation in the new era, and will surely unite the powerful Chinese forces for the realization of the great rejuvenation of the Chinese nation.
This model has demonstrated the international morality of all nations in the world to help each other and to join hands in overcoming the hardships of times. As Engels said, there is no great historical disaster that is not compensated by historical progress. The pandemic has made the world more aware of the essence of building the community of a shared future for humanity. Particularly, in the face of major risks, it is the only right way for countries to coordinate with each other and tide over difficulties. China’s efforts to prevent and control the epidemic situation are not only fulfilling its responsibility to its own people, but also contributing to the world public health undertakings, and have thus provided extremely valuable experience and time-window for all countries to understand and respond to the epidemic situation. China has always adopted an open, transparent and responsible attitude in sharing information with WHO and the international community in a timely manner, actively responded to the concerns of all parties and strengthened international cooperation in an all-round way. Meanwhile, China has also achieved great support and help from the international community for its fight against the epidemic. According to incomplete statistics, by the end of February 2020, more than 170 national leaders and more than 40 heads of international organizations, as well as over 300 political parties from more than 120 countries have expressed their solidarity with China, and governments, enterprises, private institutions and individuals from more than 50 countries have provided donations and materials to China. “Across the mountains, streams, and foreign lands/ The sun and moon, all beneath the same sky.” The good thoughts and deeds of different countries give and inspire the confidence and courage of the Chinese people for defeating the epidemic. All goodwill and help will be remembered. The great struggle of all nations in the world to fight against the novel coronavirus pneumonia epidemic will surely be recorded in the history of human crisis management.
“Never claim success until outright triumph is made.” At present, China’s epidemic prevention and control are in a critical stage that entails utmost efforts, and the global anti-epidemic situation is becoming increasingly severe and complex. Public health security as a common challenge faced by the entire mankind needs to be addressed by all countries. We will join hands with the rest of the world in working to overcome all obstacles and prevail in the epoch-making test of a fight against the epidemic, thus creating a glorious prospect for the community with a shared future for humanity.
