“First, we rent the apart­ments from prop­erty agents. Then we put the apart­ment in­for­ma­tion on­line and rent them out.”

So said a man sur­named Ma who was re­cently sen­tenced to more than two years in prison for black­mail by the Chaoyang District Peo­ple’s Court. Be­tween July 2015 and Au­gust 2017, Ma and two of his friends il­le­gally sub­let apart­ments, claim­ing that they charged no agent fees. How­ever, af­ter the ten­ants signed the con­tracts with them, the three would then threaten them to pay the agent fees. If the ten­ants did not pay, Ma and his friends would ha­rass them by call­ing fre­quently, turn­ing up at their apart­ment and plug­ging the key­holes on their doors. The trio sub­jected 22 ten­ants to this treat­ment, il­le­gally col­lect­ing more than 40,000 yuan ($6,012) from them. The court sen­tenced all three men to prison re­cently.
