Getting there
Changsha: fly direct from Beijing, Shanghai, or most major Chinese cities, or take the train
Fenghuang: take a bus from nearby cities or Changsha as there is no train station
Wulingyuan: fly direct from certain major cities, or take the train to Zhangjiajie. Then take a bus from Zhangjiajie to Wulingyuan.
Practicalities
As heavy rains fall during April to June and July and August can be very hot, the best time to visit is during the autumn months, when it is cooler and there is less rainfall.
The separate fares to enter Wulingyuan, to take the cable cars, and the glass elevator are cheaper from December to the end of February (non-peak season). Outside the park, there are several ticket stations, from where free shuttle buses take visitors to various stops. This can be a little confusing, especially for non-chinese speakers and readers, as there is little information about all the stops that the shuttle buses go to. Try to find out beforehand which attraction you want to go to, for example, Avatar peak, or Tianzishan, then ask employees who will direct you to the specific bus.
