What de­fines a proper re­la­tion­ship be­tween par­ents and chil­dren has been a sub­ject of in­tense de­bate since a fa­ther of a five-year-old girl was filmed by pas­sen­gers on a high-speed train, who be­lieved the man was mo­lest­ing his daugh­ter. He was shown lift­ing up her cloth­ing and fondling her, de­spite the child's protes­ta­tions. When lo­cal po­lice as­serted they were fa­ther and daugh­ter and de­clined to in­ves­ti­gate fur­ther, many ne­ti­zens were out­raged, ques­tion­ing whether the po­lice be­lieved that abuse could not take place be­tween par­ents and chil­dren. Ex­perts warned that such a judg­ment will pre­vent chil­dren from be­ing pro­tected from sex­ual abuse.
