A war for talented people is underway in China. According to incomplete statistics, more than 20 first- and second-tier cities in China have rolled out a slate of favorable policies to attract university graduates, dubbed the "wave of talent grabs." As a classic line in a film says, "What is the most expensive thing in 21th century? Talents."

After Beijing issued tentative management measures to attract talented people on March 21, Shanghai on May 26 released its new policies to attract talented workers. Prior to Beijing and Shanghai, Guangzhou and Shenzhen had issued polices to attract talents. Second-tier cities have also formulated various favorable policies to compete in the war for talents. Talents are a key factor in terms of the development of a city. Human resources can effectively promote the high quality growth of a city's economy.
